Now this might seem Counterintuitive, but hear me out:

If a girl truly has long beautiful hair (for the sake of this post, hip length and longer and very well taken care of) how many people have complimented her on it?

Response: Probably more than everything else about her, combined.

So compliment her by not complimenting her (on her hair).

I swear it has worked for me a few times!

I remember this one girl with long, wavy hair down to her butt was on a date with me. I told her she had beautiful eyes or wonderful laugh, etc. or how intelligent I found her. Never once mentioning her (amazing) hair or even really glancing at it. I could tell she was starting to try to make it look more obvious in my eyes, by playing with it, petting it, etc. But I did not give in....until a few weeks later when I..

..yah, had her from behind. Pulling that beautiful hair (that she had curled, haha)! She could sense I totally digged it, but still have not said a word, so some mystery remains.

I know other girls, on first dates, if I mention the hair, not as successful. Maybe just a coincidence, but try it.
