...it means that whoever is hosting the pic has exceeded his bandwith allotment for that time period. Works sorta like a battery charge. The more it's accessed (used), the quicker the charge runs out. Solution is to buy more bandwidth, but that costs $$$. If you wait a few days, you may be able to access the pic eventually.
